What do you do when you are in the middle of nowhere and it's raining? Notice the reflection of the sky on the wet black asphalt.

A sparkle will happen when there is a direct angle of incidence with the sun and your eye. Water diamonds will sparkle on a concentric ring around you if the sun is directly overhead.

If the original painting looked as bad as this image I would start glazing with some burnt Sienna to get rid of that "blue everything" feeling.
