This background color is about a 50% tint of the opaque mass-tone.
Mussini Cobalt Blue Light and Deep Opaque, 36RCW#22.0 to #22.9.

Cobalt Blue (azurite blue) is a handy but an easy color to make.

The reason I load it to the palette is because it takes two or three colors to make it.
Cyan, Ultramarine Blue and sometimes White. It's half way between Ult. Blue and Cyan.

It is permanent and opaque.
